In a swift and coordinated 5-minute response operation, the Northern Police District (NPD) successfully arrested the number one most wanted person for the crime of murder at the regional, district, and station levels. The arrest was made around 4:30 PM on August 1, 2025, along Tanigue Street, Barangay 14, Caloocan City.

The operation was carried out by combined elements of the District Special Operations Unit (DSOU), Sub-Station 4 of Caloocan City Police Station (CCPS), Warrant Section of CCPS, Regional Intelligence Unit – NCR (RIU), and Police Station 4 Novaliches, QCPD.

The arrest stemmed from a valuable tip from a concerned citizen who saw a person fitting the description of the wanted individual while getting his vehicle cleaned at a nearby carwash. Recognizing him as a possible suspect involved in a serious crime, the citizen quickly reported the sighting through 911.

Responding to the report, personnel from Sub-Station 4 CCPS arrived at the location and confirmed that the individual matched the description in the Target Intelligence Packet. They immediately coordinated with the DSOU, which promptly arrived to serve the Warrant of Arrest issued on July 17, 2025, by Hon. Primo Elvin Lobina Siosana, Presiding Judge of RTC Branch 128, Caloocan City. The accused is facing a Murder charge under Criminal Case No. 129618, with no bail recommended.

The accused was informed of his constitutional rights in a language he understood and chose to remain silent. He is now under custody at the NPD-Criminal Facility Unit in Barangay 14, Caloocan City. The return of the warrant is being prepared for submission to the court.

This successful operation highlights the Northern Police District’s strong commitment to the Chief PNP’s directive on the 5-Minute Response Time. It also reinforces NPD’s dedication to fast, efficient, and people-centered policing.

Police Brigadier General Jerry V Protacio, Acting District Director of the Northern Police District, lauded the teamwork and alertness of all involved units.

β€œThis arrest proves that with strong coordination and community support, justice will always catch up to those who try to run from the law. We are one with the PNP leadership in delivering swift response and upholding public safety.”

This accomplishment also reflects the effectiveness of NCRPO’s “AAA Strategy” β€” a simplified approach focused on quick action, proactive presence, and collaboration with communities to bring wanted persons to justice
