Valenzuela City โ€” In a decisive police operation, joint operatives from the Warrant and Subpoena Section and Station Intelligence Section of Valenzuela City Police Station successfully arrested โ€œPapa Joey,โ€ a 35-year-old male. He is ranked as the No. 5 Top Most Wanted Person at both the District (Northern Police District) and Station (Valenzuela CPS) levels. The operation was conducted under the direct supervision of Police Colonel Gerson S. Bisayas, the Chief of Police.

The arrest took place at around 1:10 PM on August 1, 2025, at Francisco Street, Barangay Lingunan, Valenzuela City. The operation was carried out by virtue of a warrant issued by Hon. Mateo B. Altarejos, Presiding Judge of the Family Court, Branch 16, Valenzuela City. The accused is facing 2 counts of Rape under Article 266-A Paragraph 1(d) of the Revised Penal Code and violating Section 10(a) of R.A. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act). No bail was recommended for the offenses.

The operation was documented using Body-Worn Camera in line with the PNPโ€™s commitment to transparency and accountability.

Our operatives, along with our partner agencies, continue to work tirelessly to locate and apprehend individuals who attempt to evade the law.โ€

Following his arrest, the accused was brought to the Valenzuela City Health Department for medical examination and subsequently turned over to the Custodial Facility Unit of Valenzuela CPS for proper disposition and return of the warrant to the court of origin.
